HRSA Releases Notices of Funding Opportunity for Ryan White HIV/AIDS Program’s Role in the Ending the HIV Epidemic: A Plan for America

The Health Resources and Services Administration's (HRSA) HIV/AIDS Bureau (HAB) released three Notices of Funding Opportunity (NOFO) for the new fiscal year (FY) 2020 with March 1, 2020 start dates:

Ending the HIV Epidemic: A Plan for America – Ryan White HIV/AIDS Program Parts A and B (HRSA-20-078)

As part of this funding opportunity, HRSA plans to fund up to 47 awards to ultimately reduce new HIV infections in the United States to less than 3,000 per year by 2030.

The anticipated funding amount is $55.1 million in the first year of the five-year period of performance to implement strategies, interventions, approaches, and core medical and support services to reduce new HIV infections in the United States. The Ending the HIV Epidemic initiative will focus resources in 48 counties, Washington, D.C., San Juan, Puerto Rico, and seven states with substantial rural HIV burden.

Applicants eligible for this funding opportunity are:

  • RWHAP Part A funded Eligible Metropolitan Areas (EMAs) or Transitional Grant Areas (TGAs) whose service area includes one or more of the identified 48 HIV high burden jurisdictions.
  • RWHAP Part B funded states identified as having a substantial rural HIV burden–Alabama, Arkansas, Kentucky, Mississippi, Missouri, Oklahoma, and South Carolina.
  • The RWHAP Part B Program of the State of Ohio on behalf of Hamilton County.

Ending the HIV Epidemic: A Plan for America – Technical Assistance Provider (HRSA-20-079)

HRSA plans to fund one organization to provide technical assistance to recipients of Ending the HIV Epidemic: A Plan for America- Ryan White HIV/AIDS Program Parts A and B (HRSA-20-078) on implementation of work plan activities, innovative approaches, and interventions.

Applicants eligible for this funding opportunity are public and nonprofit entities, including institutions of higher education and academic health science centers involved in addressing HIV related issues on a national scope. Faith-based and community-based organizations, Tribes, and tribal organizations also are eligible to apply.

Ending the HIV Epidemic: A Plan for America – Systems Coordination Provider (HRSA-20-089)

HRSA plans to fund one organization to assist recipients of Ending the HIV Epidemic: A Plan for America- Ryan White HIV/AIDS Program Parts A and B (HRSA-20-078) in coordinating and integrating their initiative plans, funding sources, and programs with the existing HIV care delivery systems. In addition, the Systems Coordination Provider will assist in identifying existing and new stakeholders, as well as collate and disseminate best practices, innovative approaches, and interventions identified by the Technical Assistance Provider that will advance recipient’s progress in meeting the goals of the initiative.

Applicants eligible for this funding opportunity are public and nonprofit entities, including institutions of higher education and academic health science centers involved in addressing HIV related issues on a national scope. Faith-based and community-based organizations, Tribes, and tribal organizations also are eligible to apply.
